Scenarios / Policy Intervention Analysis

Still in the development stage:  We are constructing a set of narratives that are based on scenarios, which are things that cannot be controlled regionally like climate and population change, and interventions, which are things that can be controlled regionally like tariff changes, new regulations, new infrastructure, new allocation policies.  Currently we are thinking through the scenarios and interventions, and then we will formulate them into narratives.
